- Withholding Requirements -- Oklahoma business owners must register as an employer by filing Form OES-1 on the Oklahoma Tax Commission website.
Employees must complete the Employee's Withholding Allowance Certificate: Federal W-4.
For supplemental rates, if employers do not withhold tax from regular wages, they should add supplemental wages to regular wages and withhold on the total.
